Issue
When you minimize the View Window, there is no way to restore it.
Discussion
Newer monitors often support very high resolutions, and then Windows increases the scaling percentage to make it easier for users to see icons and text.
For example, on a Surface Laptop, you can see that Recommended Display Resolution is 2255x1504, and then the scale is set to 150%.
Unfortunately, this causes the control that is used to restore the View Window to be displayed outside the monitor's viewable area.
Resolution
To "fix" this, you'll need to reduce the resolution settings on your monitor so you can set the scaling to 100%.
At 100% scaling, you see the View Window control, just above the main monitor's Windows Start button.
You may have to use a little trial-and-error until you find a resolution that works for you at 100% scaling.
