Crosshairs indicate the cursor position on the Image Window while performing takeoff. The option to switch between the two crosshair modes is under Tools > Options. Check or uncheck "Use full-window crosshairs for mouse takeoff".
Using Full Crosshairs can make it easier to follow the cursor on the Image Window.

When using a digitizer, full crosshairs are automatically enabled. If you're using On-Screen Takeoff 3.96 or newer, you can also set the color and thickness of full-sized crosshairs. See OST - 19.02 Program Options - General Tab (Adjusting How You Work with OST) for more information.
